“No one is above the law, Manufacturing of Sub Standards / Un-Hygienic Bottle Drinking Water will not be allowed in any case” Campaign against the Un-Registered manufacturer shall be continued. Director General, PSQCA Pir Bakhsh Jamali.

Karachi: The Director General, PSQCA considered the public complaints regarding Bottle Drinking Water, conducted an immediate meeting under his Chairmanship with all the Directors, the Secretary, PSQCA also attended this meeting. In this meeting it is decided to ensure the standards & quality control activities and its enforcement strictly. No buddy shall allow, playing with health/future of consumer/public. The Director General, PSQCA ordered to all the Directors for Strict monitoring of Bottle Drinking Water manufacturers all over Pakistan and re-verified their Laboratories, Hygienic/ environment conditions and source of water. All the field staff are instructed to conduct open market survey and collect random samples of bottle drinking water immediately and also issue the notices to defaulters. He also ordered to submit the reports of units, open market survey and test report of the random samples collected from open market and units. He further directed to ensure the quality of bottle drinking water available in the open market that it is safe, healthy and up-to the standards.

The Director General, PSQCA informed that the atmospheric temperature is rapidly increased due to this phenomenon the quality of water could be effected and complaints should be increased. He also ordered to take action against un-Hygienic/Sub-Standard and un-registered manufacturers and the law is for everyone to abide and no one is above the law. The campaign against the defaulters shall be continued in any case without any pressure. This action will increase the confidence of general public/consumers. He also advises the consumers to use only those products which shall have the quality mark of PSQCA. In this regard if any complaints will be reported on PSQCA’s Toll Free Number 0800-80000

Karachi: The 7^th Meeting of Board of Directors of PSQCA held on 16-01-2013 at Pakistan Standards and Quality Control Authority (PSQCA) Head Office, Karachi under the Chairmanship of Federal Minister for Science & Technology Mir Changez Khan Jamali. The Director General of PSQCA Mr. Pir Bakhsh Jamali gave a formal briefing about the present issues and working of PSQCA and the Federal Minister appreciates their efforts. In his exhaustive briefing the Director General, PSQCA pointed out that many overlapping / contradiction in the Act-VI of PSQCA with other authorities. He also informed that we are going to open PSQCA offices in the city Gawadar of Balochistan. The Federal Minister directed the Secretary, PSQCA to consult with them and resolved the issue and report to the Ministry. The Director General of PSQCA also proposed amendments and inclusion of news clauses in PSQCA Act-VI of 1996; the Board of Directors accepted the suggestions unanimously. The Federal Minister said that there must be only one National Authority to check quality control i.e. PSQCA. He also said that after approval by the Federal Cabinet  the capital punishment will be enhanced from Rs.50,000/= to Rs.200,000/= and be punishable with imprisonment of either description for terms which may extend to one year or with both for the manufacturers of counterfeit and un-registered products. Federal Minister categorically rejects any compromise on quality control issue in the country. He also appreciated PSQCA personals for playing a vital role to spread the awareness among the public to know about quality culture in Pakistan. He claimed that PSQCA is struggling hard to bring un-registered products in net. He directed to the Authority to ensure that it issues licenses only those manufacturers who fully comply with its requirements relating to quality and standards as well. He said that special attention is giving in reference to the improvement for the industrial standardization, enhancement of the standard of the manufacturing product in the country. The Federal Minister showed keen interest in the working and performance of the PSQCA and assured his full support in increasing the effectiveness of the Authority to achieve its assigned mandate.

کراچی: پاکستان اسٹینڈرڈز اینڈ کوالٹی کنٹرول اتھارٹی (PSQCA) کی نیشنل اسٹینڈرڈز کمیٹی(NSC) برائے ہیلتھ کیئر آف پاکستان نے03 پاکستانی معیارات برئے " ہیلتھ کیئر" کی منظوری دی ہے جن میں پرائمری ہیلتھ کیئر سہولیات ، ثانوی ہیلتھ کیئر سہولیات اور لیبارٹری بایورسک مینجمنٹ شامل ہیں ۔ مذکورہ معیارات کی منظوری ڈاکٹر نعیم الدین میاں ، CEO ، کونٹیک انٹرنیشنل کی سربراہی میں پرل کانٹینینٹل، بھور بن میں ہونے والی میٹنگ میں کی گئی ہے۔ جبکہ اس میٹنگ میں ڈائریکٹر جنرل، PSQCA جناب پیر بخش جمالی کو بطور مہمان خصوصی مدعو کیا گیا تھا۔ جناب پیر بخش جمالی نے اراکین مجلس سے اپنے خصوصی خطاب میں ہیلتھ کیئرسے متعلق معیارات کی تیاری اور اہمیت پر روشنی ڈالی اور انکے نفاز سے متعلق آگاہی فرمائی۔جبکہ جناب پیر بخش جمالی نے NSC اور ہیلتھ کیئر سے متعلق ٹیکنیکل کمیٹی کے اراکین کی کاوشوں کو سراہا اور PSQCA اور وزارت سائنس و ٹیکنالوجی کے تعاون کا بھرپور یقین دلایا۔ ہیلتھ کیئر کی سہولیات سے متعلق اسٹینڈرڈائزیشن کے کام میں GIZ پاکستان کی امداد و تعاون کو سراہا۔ آخر میں انھوں نے NSC کو مشورہ دیا کہ وہ ہیلتھ کیئر سے متعلق سندھ و بلوچستان میں اسٹینڈرڈائزیشن سے متعلق قواعد وضوابط کی تیاری میں اپنی کاوشوں کو بروئے کار لائیں۔ اس سے قبل سیکریٹری NSC نے ہیلتھ کیئرنے ٹیکنیکل کمیٹی سے متعلق سرگرمیوں کی تفصیلی رپورٹ پیش کی۔ انھوں نے کہا کہ NSC پہلے ہی ہیلتھ کیئر سے متعلقISO کے24 معیارات کو بحیثیت پاکستانی معیار کے اختیار کرنے کی منظوری دے چکی ہے جبکہ ہیلتھ کیئرسے متعلق03 عدد پاکستانی معیارات (جن میں ابتدائی، ثانوی اور بایورسک شامل ہیں) پر عبوری سطخ پر تحقیقات کا کام مکمل کرچکی ہے۔ان پاکستانی معیارات کی تیاری، اختیار اور اطلاق، کوڈ آف گڈ پریکٹس کے مطابق کی گئی ہے۔ انھوں نے مزید بتایا کہ پاکستانی معیارات کے 02 مسودے ٹیکنیکل کمیٹی برائے ٹرٹیاری ہیلتھ کیئر فیسی لٹیز کے سامنے زیرغور ہیں۔ڈاکٹر نعیم الدین میاں ، چیئرمین NSC نے معیار سازی سے متعلق سرگرمیوں اور اسکے دائرہ کار سے متعلق تفصیلی جائزہ پیش کیا اور پاکستان کے چاروں صوبوں میں ہیلتھ کیئر سے متعلق تیار کردہ مذکورہ معیارات پر آگاہی بڑھاتے ہوئے عوامی سطح پر معلومات فراہم کرنے پر زور دیا۔ شوکت خانم میموریل کینسر ہسپتال اور ریسرچ سینٹر، لاہور کے CEO ڈاکٹر فیصل سلطان کو ٹرٹیاری ہیلتھ کیئر سہولیات سے متعلق ٹیکنیکل کمیٹی کا بلامقابلہ چیئرمین منتخب کیاگیا۔آخر میں چیئرمین ٹیکنیکل کمیٹی ڈاکٹر نعیم الدین میاں نے ڈائریکٹر جنرل، PSQCA جناب پیر بخش جمالی، وزارت سائنس و ٹیکنالوجی کےJTA جناب مسرور احمد قریشی، Dr. Eva Tezcan اور Dr. Alford Dube جو کہ GIZ کے کنسلٹینٹ ہیں، NSC کے اراکین کے ساتھ میٹنگ میں شمولیت پر ان کا شکریہ ادا کیا۔

کراچی: پاکستان اسٹینڈرڈز اینڈ کوالٹی کنٹرول اتھارٹی (PSQCA) نے اس سال ورلڈ اسٹینڈرڈز ڈے کے موقع پر کالج اور یونیورسٹی کے طالب علموں کیلئے ایک مضمون نویسی کا مقابلہ منعقد کروایا تھا جسکا عنوان " کم سے کم زیاں اچھے نتائج کا حصول - معیار کارکردگی میں اضافہ کرتے ہیں" (Less Waste Better Result - Standard Increase Efficiency) تھا۔ اس مقابلہ مضمون نویسی کے انعقادکا مقصدپاکستانی تعلیمی اداروں میں PSQCA کے اغراض و مقاصد سے نوجوان طالب علموں کو روشناس کرانا تھا اور اسکے ساتھ ساتھ قومی اور بین الاقوامی معیارات کے بارے میں شناسائی حاصل ہو اور ان معیارات کی Implementation کی وجہ سے جو فوائدحاصل ہوتے ہیں انکے بارے میں بھی جان سکیں اور وہ جب تجرباتی زندگی میں آئیں اور اپنا کیریئر شروع کریں تو انکو ملکی و غیرملکی معیارات اور انکی Implementation کے بارے میں اچھی طرح معلومات ہو اور وہ ان معلومات سے ہر سطح پر استفادہ حاصل کرسکیں۔ اس مضمون نویسی کیلئے تین انعامات رکھے گئے تھے جنمیں پہلا انعام مبلغ ایک لاکھ روپے (Rs.100,000/=) ، دوسرا انعام مبلغ پچھتر ہزار روپے(Rs.75,000/=) اور تیسرا انعام مبلغ پچاس ہزار روپے (Rs.50,000/=) کا تھا۔ یہ انعامی رقم آج تک کرائے گئے کسی بھی سرکاری ادارے کے مقابلہ مضمون نویسی کی انعامی رقم سے بہت زیادہ ہے۔ PSQCA کا بڑی انعامی رقم رکھنے کا مطلب ذہین طالب علموں کی کاوشوں کو سراہنا اور انکے تعلیمی اخراجات میں مدد کرنا تھا۔ امید ہے کہ پاکستانی طالب علموں نے اس مقابلے سے بھرپور فائدہ اٹھایا ہوگا۔اس مقابلے میں پاکستان بھر کے کالجز اور یونیورسٹیز سے تقریبا 1500 (پندرہ سو) طلباء اور طالبات نے حصہ لیا تھا۔ طالب علموں کے مضامین کو جانچنے کیلئے ڈائریکٹر جنرل، PSQCA نے کالج اور یونیورسٹی کے08 عدد پروفیسروں پر مشتمل ایک پینل مقرر کیاتھا۔ اس مقابلے کے نتائج کا اعلان مورخہ 15 اکتوبر2012 ؁ء کو کراچی میں ورلڈ اسٹینڈرڈز ڈے کے سیمینار ، جوکہ FPCCI میں منعقد ہوا تھا ، میں ڈائریکٹر جنرل، PSQCA نے وفاقی وزیر سائنس و ٹیکنالوجی جناب میر چنگیز خان جمالی کی موجودگی میں کیا تھا۔ پہلا انعام حاصل کرنے والے طالب علم کا نام قسیم عمران، پنجاب یونیورسٹی، لاہور ، دوسرا انعام حاصل کرنے والے طالب علم کا نام سید جاوید حیدر نقوی، گورنمینٹ کالج یونیورسٹی، لاہور اور تیسرا انعام حاصل کرنے والی طالبہ کا نام علینا احمد، پنجاب یونیورسٹی، لاہورہے۔ یہ انعامی چیک ڈائریکٹر جنرل، PSQCA نے مورخہ 22 اکتوبر کو لاہورچیمبر آف کامرس اینڈ انڈسٹریز میں منعقدہ ورلڈ اسٹینڈرڈز ڈے کے ایک سیمینار میں دئے گئے تھے۔ PSQCA کیلئے یہ تجربہ بہت خوش آئند ثابت ہوا اور ڈائریکٹر جنرل، PSQCA نے یہ بھی اعلان کیا کہ اس طرح کے مقابلے آئندہ بھی منعقد کروائے جائیں گے تاکہ پاکستان کے نوجوان طالب علموں کو قومی اور بین الاقوامی معیارات کے بارے میں بھرپور معلومات حاصل ہوسکیں۔

 Each year on 14 October, the members country of the International Electro-technical Commission (IEC), International Standards Organization (ISO) and International Telecommunication Union (ITU) celebrate World Standards Day, which is a means of paying tribute to the collaborative efforts of the thousands of experts worldwide who develop the voluntary technical agreements that are published as international standards and organize seminars/workshops to create awareness about the importance of international standards. The Theme of World Standards Day, this year is “Less waste, better result – Standards increase efficiency”. Quite simply, efficiency indicates the ability to achieve objectives by implementing processes to develop products or services of optimal quality with minimal waste, expense, or unnecessary effort. International standards are powerful tools for helping organizations capitalize their potential in the global marketplace. Developed by experts from around the world, they contain internationally harmonized best practice which can be used to measure, compare and increase efficiency and reduce waste.

The bottom line? International standards from IEC, ISO and ITU not only make good business sense, but greater efficiency helps society to make better use of its resources, contributing to a more sustainable world. 

The importance of Pakistan standards in our daily lives will surprise you! In addition to industrial products and equipment, standardization covers new fields, such as services, risks, management and more, and involves an increasing number of participants: provincial governments, consumer associations, professionals, etc. Like organizations, Pakistan standards which are harmonized with International standards are continually changing to the meet new constraints and future challenges. Pakistan standards are mostly initiated by the economic players concerned, they are drafted with consensus of all those potentially affected by their application. Subject to public approval before being certified, they are then regularly analyzed to ensure they continue to be consistent with their initial objectives.

 Being a National Standards Body (NSB), PSQCA is responsible for promulgating of Pakistan Standards developed by the technical experts of 155 technical committees of Pakistan Standards and Quality Control Authority. Importance of Pakistan standards which are harmonized with international standards could be better understood if we visualize today’s world without standards. In such a scenario, the internet simply would not function thousands of systems dependent on information and communication technologies would weaken or fail. This includes the systems placed in operation for governance, health care, air traffic control and emergency services.
